State Mandated Reimbursement Cost and SEAC JPA Fee

Do you know that your SEAC Annual Dues are reimbursable under Mandated Cost at 75%? You pay only $250 for $1,000 worth of service. In addition, 100 percent of SEAC Conference and Workshop attendance, and 100 percent of on-site negotiations work are reimbursable. Now you ask, “But the state does not pay those costs in a timely manner.” That is true, but you need to know that the state is constitutionally required to pay “every cent” of an approved claim. That has been supported by a San Diego Superior court decision *. 

But, here is what is really important, and I quote from Bill McGuire of School Innovations & Advocacy on their website of January 27, 2009 when the state will pay us off, “This payment will be one-time unrestricted funds that will be used to build reserves, invest in new programs, repair buildings or even build new ones.”

SEAC advises that you recognize such funds are “accounts receivable” and do not become part of your base revenue limit, Therefore they are not part of any future COLA calculation for negotiations. So continued membership in SEAC not only gives all of us strength to face the unions, but also adds to your “savings account.” We need your continued participation and support, and pledge to assist you in any way possible in your collective bargaining needs.
